His foreign policy initiatives were largely successful: his groundbreaking visit to the People's Republic of China in 1972 opened diplomatic relations between the two nations, and he initiated détente and the Anti-Ballistic Missile Treaty with the Soviet Union. The revelations that the Nixon administration ignored reports it received of the genocidal activities of the Pakistani Army in East Pakistan during the Indo-Pakistani War of 1971, most notably through the Blood telegram, prompted widespread criticism and condemnation both by Congress and in the international press.[1][2][3]
